Biographical Note: George Ernest Barnett was a professor of economics at The Johns Hopkins University. He was born in 1873. He received his Ph. D. from Johns Hopkins in 1901 and spent his entire academic career in the Department of Political Economy at the university. Along with Professor Jacob H.
